If we were to institute such a ban soon, allowing weeks instead of months to use up inventory, local environmental groups could possibly raise enough money to buy whatever stock of styrofoam food containers local mom & pop businesses have left over. If our offer was to buy them for ninety percent of what the business can prove that they paid for these containers the burden on the businesses would not be huge and no one would be tempted to stock up on styrofoam containers to defraud the program.
