Changing the rules and rewriting history is not that uncommon with this Council. It is an affront to involved citizens who unselfishly volunteer hundreds of hours of their personal time for the betterment of the whole city.

Boy, we don't have to give any awards for greater communication here, it's a "huh?" reaction.
The city made some sort of internal decision and went forward with it. The WSPAC can just figure it out later.
