Coastal Commission: Esplanade Bluff and Riprap

COASTAL COMMISSION DOCUMENT ON ESPLANADE

Millard Tong (embattled owner of Millwood Ranch in Park Pacifica) and Farshid Samsami are listed in the above Coastal Commission document as co-owners of the apartment buildings from 310 to 340 Esplanade Avenue. Tong and Samsami had applied for a permit to shore up the bluff with several tons of boulders (riprap) on the beach below the buildings, but the commission determined that no permit was needed because the project was designed to protect people and property. Tong has two civil suits filed against him, one for harassing an employee and the other for not honoring a personal guarantee in excess of $75,000.

Are they co-owners, or are they being referenced as applicants in care of ("C/O") San Mateo Real Estate & Construction, Inc., Attn Dennis Thomas. Does "C/O" mean "co-owners" or does it mean "in care of"? (See page 3 of the document)
