The <21 COAST Task Force is a San Mateo County operation funded by a state grant; it is considered a "statewide operation" only in that it's part of a larger effort by the state to fund alcohol enforcement programs of various stripes.
The 12 suspects who were arrested were from the nine San Mateo County areas noted -- the only nine areas in California where this Task Force operated and where this operation was conducted.
I would ask you to reconsider your comments; perhaps the results demonstrate a greater awareness on the part of the public about aiding/abetting underage alcohol consumption, which in turn is also an indicator of success on the part of local law enforcement within our community.

This was a statewide operation -- including nine jurisdictions in San Mateo County -- and all that resulted was 12 citations? This task force doesn't seem to be very good at what it does; maybe it should try something else.
