It's not a wilderness. It is a watershed for our drinking water. It is not possible to count on the public to obey rules and not litter, etc. Keep it closed.

Agreed! Let us in, to hike (and bike on the roads) in this huge wilderness. Speculation abounds as to why the SF water department has a gates-closed policy.
