It takes money and expertise to build a "green city," where sewer laterals are replaced systematically, utilities undergrounded, curb address painted as part of city budget or assessment; and, beach cleanup is a job with equipment provided, the garbage company paid; money set aside for a library, a dog park, trees and grounds properly maintained; city hall even ADA compliant--a transparent, balanced city economy with progressive visionary leadership serving all the people and the viability of this city, not just those stuck in a selfish construct of the past while confusing no-growth philosophy with principles of good ecology, and playing the rest of us who want something better, higher city-provided goals for this community.

This is definitely something Pacifica should be considering. When I was on the Planning Commission, we began to request permeable paving, rain water runoff management, etc. But we could only request, not demand.

My fear, though, is that Pacifica will manage this as well as it has "tar ball" spills that were really excrement from the sewage treatment plant, the construction of the bio-refinery, and the wastewater treatment plant itself, to name just a few examples.
