Its the Octopi Occupy Moss Beach movement.

I googled this behavior. It turns out there are many species of octopi and this is normal for the ones that live in tidepools. When they've eaten the food in one tidepool, they may travel overland to the next tidepool. Some species can live out of water for several hours. Octopi in captivity often escape their tanks and go looking for ... something. Food? Friendship? Freedom?

It was probably frightened by all the people standing so close, virtually right on top of it.
