Yes, and the Republicans voted to have the Bush tax cuts expire in 2010. That's the way it is usually done. The question is now whether to extend it and how to pay for it. The Republicans want to pay for it by robbing from our health care funds and the Democrats want to pay for it by increasing taxes on millionaires; 70 percent of Americans agree with the Democrats on this.
