What is scary is that in California the DMV goes out of its way to allow people (not just older people) to keep their licenses. Did you know that DMV will send a Licensing Registration Examiner (LRE)—the one who gives the drive test—to your home and test you on a familiar route if you are uncomfortable driving in other areas? Or that you can be legally blind and still get a license? Both true. LREs are judged on their pass rate (not officially but in reality).
DMV should do a better job of keeping poor drivers, regardless of age, off the road. Driving is not supposed to be a right but a privilege.
