Devil's Advocate: Why Was Caltrans AWOL on Earth Day?

Given PH1A's strong presence at the Earth Day Eco Fest at Linda Mar Beach on April 26, didn't Caltrans miss an opportunity by not having a community outreach booth there to present its point of view on the highway widening?
