Short-term artificial ways of dealing with long-term natural physical processes. Nature still bats last; and the more self-deceiving artificial ways of trying to deal with those processes to accommodate development (and "property rights"), the more devastating those last at-bats for those depending on the artificialities.
Public and institutional memory loss being what it is, it's going to be a wild and woolly time for the developed California coast, including, most certainly, Pacifica, if we get a strong and particularly wet el Nino starting in a couple of months. Personal inconveniences and costs can be awful during such periods, but the natural drama is fantastic!
