Is this part of the Pacific Coast Bike route (formerly California's Bicentennial Coast Bike Route) that Caltrans is required to maintain?

Will the planned prohibition of bicycles on the Hickey-to-Westmoor segment of Highway 35 also prohibit pedestrian traffic as the familiar no-bicycles-allowed highway signage does? If so, it would render useless the pedestrian stairway to and from Gateway/Skyline at the southbound Highway 35 to southbound Highway 1 connector.
