Proposition 64 allows California municipalities "reasonable" leeway to regulate the provision that allows up to six plants for personal cultivation. Some cities have restricted outdoor cultivation, others have imposed a tax, etc. (No doubt some cities' regulations will be tested in court against the "reasonableness" standard.) The one thing California cities cannot do is to prohibit the six-plants provision entirely.
