Is this the same part of Highway 1 that some people sought to widen, ostensibly to allow emergency vehicles and supposedly alleviate EXISTING traffic?

This 89-unit, seven-story building is IN ADDITION TO 54 single-family units planned next to it. Total units = 143 on the east side of Highway 1 between Vallemar and Rockaway.
