Is it really true that no one is directly responsible for keeping Pacifica fiscally sound?

Why doesn't the city's "Citizens of Pacifica" (sic) show the Finance Department, who's in it, and their job title?

City Council is at the very top of the chart; are they then responsible for keeping Pacifica fiscally sound?
What are taxpayers in Pacifica actually paying for?
