Any reports that do not favor the agenda and do not pump money into the developer/real estate industry will tend to be ignored. Industry-dominated governments go around the daisy chain of consultants on matters like roads, land use, resource use, housing, etc., until they get a report that favors the special interests in charge. This local governmental disease is found not only in Pacifica but in most local governments throughout the Bay Area and beyond. The contrived "affordable housing" cover for over-population and over-development is part of it, so is the dumping of outside money into local campaigns, and so is the quasi-governmental, developer-serving regional invention known as ABAG that dictates what it wants from localities.

This all sounds so familiar. Doesn't the city do this every couple of years or so? How much do we spend on consultants to tell us stuff that is never implemented??
