Is the mentioned bunker higher on the promontory just to the north still privately owned? Answer should be available in San Mateo County property records. I went up there with a camera a few times to take pictures of Route 1 during the bypass fight. Helluva view. The somewhat scary steps up to it are now fenced off.
The article misses a nearby WWII lookout point and set of larger bunkers high on a ridge above Green Valley. This installation also became an issue in the bypass fight.

From what I recall, the bunker and adjacent Gray Whale Cove were owned by one of the Texas Hunt brothers, the silver kings. Work was begun to start leveling the bluff for construction of Hunt’s idea of a western White House.
However, at just about the same time, California voters passed Proposition 20, the Coastal Act, which halted Hunt’s plans.
At some point, the land (at least Gray Whale Cove) was acquired by the State of California and subsequently became the dedicated public beach it is today.
In the late '60s and probably well into the '70s, there was a single-story glass and redwood house on the southern blufftop of the cove. After it was removed, beachgoers were charged to drive in and park where the house used to be.
Assuming that the writer fact-checked his article before publishing, but still amazed to find the bunker is allegedly in private ownership; never knew.
