Basically, the news is that he has been city manager all over Southern California and in Pacifica, leaving his posts prematurely for various reasons, while collecting buyouts, payoffs, and legal settlements. His latest explanation for an early exit (only three months after he was hired) is a version of "spend more time with family," and specifically to teach his grandson how to build a birdhouse. As Southerners say, "Bless his heart."
